MANILA, Philippines — Deputy Minority Leader and ACT Teachers Rep. Antonio Tinio on Wednesday warned that nearly a quarter of the 2027 spending program would be funded through borrowing. Tinio said the debt-funded share in 2027 would amount to P1.69 trillion, which is 24 percent, compared with 13 percent in 2016.
