Cops in Durham Region are warning the public about the latest release into their community of a “high-risk offender” with a history of violence against woman and children.
The Durham Regional Police Service (DRPS) says the convicted sex offender – who has a “history of serious criminal convictions” that include sexual assault, sexual assault with a weapon, assault with a weapon, assault, robbery, possession of explosives, uttering threats and multiple violations of probation orders – is expected to be released from custody on Sunday.
“Keith Theodore Constantin, 48, poses a significant risk to the community, especially children,” police warned in a statement released Saturday.
“DRPS’s Offender Management Unit will continue to monitor Constantin’s whereabouts and activities,” police added, explaining he will also be “subject to electronic monitoring.”

Convicted of sexually assaulting boy, 7, and a blind woman
Constantin has previously been convicted of sexually assaulting a seven-year-old boy and a 45-year-old blind woman.
He has been released numerous times over the years – most recently in 2024 and 2025 to live in Oshawa – only to end up back in custody for breaching his court-ordered release conditions.
He was released from prison in 2014 after serving four years for sexual assault with a weapon and was living in Hamilton until he broke curfew and told his managing officer he wanted to go back to jail.
And residents of Schomberg, in York Region, voiced concern when Constantin was released into that community the following year.
Constantin’s latest release come with strict conditions that require him to – among other things – wear a GPS monitoring device; abide by a curfew from 7 p.m. to 7 a.m.; not associate or communicate with anyone under the age of 16 or engage in any activities that involve contact with anyone under the age of 16; not to own or possess any weapons, abstain absolutely from the possession, purchase, or consumption of drugs and alcohol; and not to use the internet or other digital networks.

Whitby Mayor shares concerns of Durham residents
While have not specified where Constantin will be living, Whitby Mayor Elizabeth Roy issued a statement explaining she understands his release is “deeply concerning for Durham residents, particularly parents and caregivers,” and she shares those concerns.
“The offender is being released because he has completed the sentence imposed by the court,” she said. “This is not bail or an unescorted temporary absence.”
Roy pointed out that municipal councils and local police services “do not have the authority to change a sentence or extend it once it has been served.”
“Criminal sentencing is a federal government issue, while courts are both federal and provincial,” she said. “I will be meeting with our local MPs and MPP to share the concerns our community has raised.”
Roy also said she is in regular contact with Durham Police and has “full confidence in their ability to monitor this offender and enforce the court-ordered conditions.”
Police are asking the public to “stay vigilant and remain aware of their surroundings.”
“Any suspicious or dangerous behaviour should be reported directly to the police,” they advised.
