How can I sniff packets (tcpdump, wireshark) in an unrooted Android device without the use of VPN?

I needed to trace outgoing packets of a device using tcpdump but I think it can only be used on rooted devices. I have also checked Pcapdroid but it is like a VPN app so it won't work for me (for some reasons).

Any advice?
