To activate the construction elevator in Silent Hill: Townfall, and thus get inside the CEG Headquarters while playing as Richard, you must find the power generator key and solve the generator puzzle. If you don't want to remain stuck in the parking lot, it's important to figure out which handles to pull, and which handles to leave alone.
