MANILA, Philippines — The intertropical convergence zone (ITCZ) and the northeasterly wind flow will continue to bring cloudy skies and rains over parts of the country on Thursday, according to the state weather bureau.  In the 5 a.m. weather forecast of the Philippine Atmospheric, Geophysical, and Astronomical Services Administration, weather specialist Obet Badrina said that the northeasterly wind flow will affect Extreme Northern Luzon and other parts of Luzon.
