KISA/XTEN location information request from South Korea

I'm an indie app developer based in Europe, and one of my apps is a weather app available in South Korea.

This summer I received several emails from XTEN claiming to be working on behalf of KISA (Korea Internet & Security Agency), saying that because my app uses user location, I need to confirm whether it is subject to registration/reporting under Korea's Location Information Act and submit either proof of compliance or an explanation.

The emails appear legitimate, but I can find very little discussion about this in English.

Has anyone here received a similar request from KISA or its contractor?
