Hong Kong can expect Lee to announce policies ranging from childbirth incentives to the Northern Metropolis development. He said that people could expect “binding and anticipatory” indicators from the Five-Year Plan.

The blueprints total over 100,000 words and Lee’s speech is expected to last two to three hours. On Tuesday, Lee said that the half-decade policy document does not seek to shift the city towards a “planned economy.” Read more about what is in store here.
