LAPU-LAPU CITY, Cebu — The Visayas will experience cloudy skies with scattered rains and thunderstorms on Friday, October 23, as Typhoon Rosal’s trough affects the region. The same weather conditions are forecast over Palawan, Masbate, the Zamboanga Peninsula, Lanao del Norte, Misamis Occidental, Basilan, and Tawi-Tawi, according to Pagasa. As of 4 a.m. Friday, Rosal was located 275 kilometers (km) east-northeast of Itbayat, Batanes, moving northwestward at 15 kilometers per hour (kph).
